If governments were truly interested in curtailing illegal activity, specifically the drug trade, then they would simply discontinue paper currency. The black market relies almost entirely on hard cash, and if central banks stopped issuing bills it would be crippled. How many illegal products can you buy with a credit or debit card? How could a drug dealer fly under the radar if he's continually depositing hundreds of $10 and $20 personal checks? This seems like an obvious and practical solution to the problem, and the fact it hasn't been implemented or even discussed by politicians bolsters conspiracy theorists' beliefs that governments surreptiously manipulate and profit from the black market.
