It makes no sense that so many towns and cities have ordinances requiring dog owners to pick up their dog's poop. I understand people don't want to step in dog crap, but the issue at hand should be the environmental impact. Poop belongs out in nature where it will decompose, fertilize the surrounding soil and plants, and provide food for detritivores. It's an essential part of the biogeochemical cycle. By putting dog excrement in a plastic bag and adding it to our already nonsensical system of waste disposal, we're further disrupting this important process.
